The role of the City of London Police Authority is to provide scrutiny and challenge to the work of the City of London Police. In discharging more than 60 statutory duties, the Police Authority must ensure the City of London Police delivers efficient and effective policing for the public within a sustainable medium-term financial plan, and hold the City of London Police Commissioner to account for the delivery of policing within the Square Mile and in its capacity as the national lead force for economic crime as set out in the Policing Plan.


Role specification

The Police Authority Board provides a directly-elected scrutiny body mirroring the model deployed for Police & Crime Commissioners (PCCs), and the Chair of the Police Authority Board participates fully in the activities of the Association of Police & Crime Commissioners (APCC). In fulfilling its role, the Police Authority Board is mindful of public confidence in policing, and ensures that the City of London Police provides value for money, and that the needs of its communities are met as effectively as possible by the City of London Police.

The Board's duties include:

  • Securing an efficient and effective police service in both the City of London and, where so designated by the Home Office, nationally, and holding the Commissioner to account for the exercise of his / her functions and those persons under his / her direction and control
  • Agreeing, each year, the objectives in the City of London Policing Plan, which shall have regard to the views of local people, the views of the Commissioner and the Strategic Policing Requirement
  • Making recommendations to the Court of Common Council regarding the appointment of the Commissioner of the City of London Police
  • Approving the the annual budget and capital programme of the Force and Authority
  • Monitoring and reviewing the Force’s performance across a range of equality, diversity and inclusion measures, setting strategic objectives for the Force where appropriate
  • Monitoring of performance against the City of London Policing Plan, including the Force’s strategic priorities as National Lead Force for Economic Crime
  • Overseeing and scrutinising the Force’s work to prevent and reduce crime in partnership with relevant agencies in the City of London
  • Ensuring that local community needs are identified, considered and met as effectively as possible, including through the Policing Plan

Person specification

The City of London Corporation is now looking for two External Members of the City of London Police Authority Board. You will either have your primary place of residence / work in the City of London or have experience of law enforcement or law enforcement governance.

Those who work or reside in the City of London will be able to bring the perspective of the communities which the Policy Authority services, and therefore have an appreciation of their concerns and needs. They will act as an independent, external voice to the Board, providing both support and challenge as appropriate.

Those with experience of law enforcement may have previous experience as a senior police officer, or operated within the emergency services more broadly. Alternatively, candidates may act in more of a governance capacity, ensuring appropriate oversight of a law enforcement agency.

Terms of appointment

This role is unremunerated, and reasonable, pre-agreed domestic travel expenses will be reimbursed. Members of the Police Authority Board attend 10 Board meetings per year, and will join one of the Committees, which meet four times per year. Meetings last approximately two hours. The appointment is for a four-year term, which can be renewed once at the discretion of the Board.
